You joined forces in aggression to spread injustices,

and rose to repel the truth, making no secret of it.

You defied the upright faith, and you pounced

on whoever called for truth, with a tyrant's onslaught.

And you declared lawful what God forbade, in insolence

toward God, after the signposts had become clear.

You denied the prohibition of an extortionate levy, and said,

'A scholar has spoken in favor of its lawfulness.'

You have lied, by the Lord of the Throne! No one has declared

it lawful in all our long history.

Do you not know the Messenger's words to Khalid,

when he reviled the woman punished by stoning:

'Be gentle with her: had a levy-collector repented as she did,

he would have gained pardon from One generous and merciful.'

The Lord of creation has guarded the luminaries of our age

and those before them from ruinous sins.

    تَروْها لَدَيْهِمٍْ مِنْ أشَرِّ الْمَظالِمِ

    Here they are upon the earth's surface—so ask them;

you will find they deem it among the worst injustices.

Far be it from the People of the House to permit it,

and they are the All-Merciful's elect among the worlds.

O you ignorant of the guidance of the Prophet and his household,

and his Companions and the noble Followers!

Do you deliberately lie in public—may you have no father!—

and eat ill-gotten gains? Wretched fare for an eater!

For extortionate levies are worse than every forbidden act,

and extortionate levies are among the gravest crimes.

Nor does growing accustomed to injustice annul its ruling

for any mufti or judge among humankind.

O you who deny what I said about the levy, you are in

error and ignorance beyond the ignorance of beasts.

And O denier of what I said about justice among humankind,

and taking what accords with the most just judge's ruling,

and restraining aggression's hand from every Muslim,

except what is set forth in the law of the Lord of the worlds,

and removing injustices imposed upon the people, which have come

to be regarded by oppressors as an inescapable obligation,

such as punitive measures—these are what

have become one of the enormities in the age of tyranny.

Thus people's wealth is seized in brazen defiance

of God—exalted is God above a tyrant's brutality!

How many prescribed punishments whose enforcement God required

have people averted by pocketing dirhams!

And how many punishments supported by proofs

are sold for a pittance of foul sustenance!

And how much compensation for bloodshed has accrued

to the palm of a devil foul in his sins!

And how many of God's sacred bounds you violate,

while none of you fears a reproacher's blame!

These, to them, are punitive measures, and sometimes

you call them disciplinary penalties for criminals.

Just as they have turned robbing subjects of their wealth

into 'dues,' deceitfully, though it is sheer injustice.

How many injustices are called, among them,

by other names, to conceal them throughout the worlds!

You say, 'This is a payment'; then, 'This

to us is warfare, or an offender's fine.'

    وتِلْكَ إذا حَقَّقْتَ أَقْبَحُ مأثَمِ

    And this is 'separation'—take note of it—or 'assistance';

yet that, when examined, is the foulest sin.

These are all extortionate levies, except that

they pass muster with the mind of one who understands nothing.

O denier of what is known of Ahmad's faith,

you are ignorant—but beyond the ignorance of beasts!

Woe to you! This is definitive in the sacred law,

and whoever denies what is definitive is guilty of grave crimes.

The luminaries have declared an unbeliever whoever rejects a definitive ruling

of the sacred law—and this is the truth when disputes arise.

O company of luminaries in every town—

this is a call embracing every scholar—

do some people object when someone says,

'Our Lord has decreed every injustice forbidden,'

and says that God has required among humankind

that everyone in authority walk the path of justice?

Make it clear, make it clear! This is our Lord's covenant

upon you, and the covenant is the most binding of obligations.
