يَاO أَيُّهَاyou (vocative) الْمُحْتَسِبُinspector of public morals الْجَزْلُjudicious
يَا أَيُّهَا الْمُحْتَسِبُ الْجَزْلُ
وَمَنْand one who لَدَيْهِwith him الْجِدُّseriousness وَالْهَزْلُand jest
وَمَنْ لَدَيْهِ الْجِدُّ وَالْهَزْلُ
O judicious inspector of public morals,
And you who have both seriousness and jest,
يَهْنِيكَmay it bring you joy وَالشُّكْرُand thanks لِمَوْلَىto the Lord of الْوَرَىcreation
يَهْنِيكَ وَالشُّكْرُ لِمَوْلَى الْوَرَى
وِلاَيَةٌan office لَيْسَthere is not لَهَاfor it عَزْلُdismissal
وِلاَيَةٌ لَيْسَ لَهَا عَزْلُ
May you enjoy—thanks be to the Lord of creation—
An office from which there is no dismissal.
