1. وَخطة السلطان

    شَريفة المَعاني

    The sultan’s office—

    Noble in its meanings—

  2. قَد ذمها أَقوام

    لَيسَت لَهُم أَفهام

    Some people have condemned it

    Who have no understanding.

  3. وَإِنَّها مَحموده

    مَخطوبة مَودوده

    Yet truly it is praiseworthy,

    Courted and beloved,

  4. إِذ هِيَ ظل اللَّه

    جل عَن الأَشباه

    For it is the shadow of God,

    Exalted above all likenesses.

  5. بِها تَنال الآخره

    وَالمَأثرات الفاخِره

    Through it the Hereafter is attained,

    And glorious deeds as well:

  6. إِغاثة المَلهوف

    وَالأَمر بِالمَعروف

    Relief for the distressed,

    And enjoining what is right;

  7. إِقامة الحُدود

    سِياسة الجُنود

    Enforcement of the prescribed penalties,

    Governance of the troops;

  8. قَمع الظلوم الباغي

    رَدع الغشوم الطاغي

    Curbing the unjust aggressor,

    Restraining the brutal tyrant;

  9. حِراسة الشَّريعه

    عَن بدع شَنيعه

    Safeguarding the sacred law

    Against abhorrent innovations;

  10. حِماية الثغور

    سِياسة الجمهور

    Defense of the frontiers,

    Governance of the people;

  11. حِماية المَسالك

    مِن شَرِّ كل فاتك

    Protection of the roads

    From the evil of every marauder;

  12. إِفاضة الإِحسان

    أَمانة العُدوان

    The outpouring of beneficence,

    Security from aggression;

  13. جِباية الخراج

    مَعونة المُحتاج

    Collection of the land tax,

    Aid for the needy;

  14. حفظ الحُقوق الضائِعه

    وَضع الندى مواضعه

    Preservation of rights that have been lost,

    Bestowing bounty where it belongs;

  15. إِزالة المناكر

    خطابة المنابر

    The abolition of wrongdoing,

    Preaching from the pulpits;

  16. الرفق بِالرعايا

    إِزالة الشكايا

    Gentleness toward the subjects,

    And the redress of grievances.
