If you are out of office, your excuse holds;

and bestow favors when you are connected to the sultan.

Whoever fails to fatten the steed he used to ride
Whoever does not fatten his steed that he rides
in plenty will find it bearing him, gaunt, in drought.
In prosperity, it stands with him in want miserable
أفرغmake time لحاجاتناfor our needs مادمتas long as you remain مشغولاbusy
أفرغ لحاجاتنا مادمت مشغولا
لوif قدindeed فرغتyou became free لقدsurely ألفيتyou would be found مبذولاfreely available
لو قد فرغت لقد ألفيت مبذولا
Make time for our needs while you remain busy;
Empty our needs while you are busy
were you free, you would surely be found readily available.
If you were free, you would find me devoted
