أَمّاas for رَجاءُRajāʾ فَأَرجاso he deferred ماwhat أَمَرتَyou ordered بِهِto do it
أَمّا رَجاءُ فَأَرجا ما أَمَرتَ بِهِ
فكَيفَthen how إِنif كُنتَyou had لَمnot تَأمُرهُcommanded him يَأتَمِرُhe obeys
فكَيفَ إِن كُنتَ لَم تَأمُرهُ يَأتَمِرُ
As for Rajāʾ, he has deferred what you ordered.
I hope for what you have commanded
How, then, would he obey if you had not commanded him?
So how could it happen if you did not command it to happen?
بادِرhasten بِجودِكَwith your generosity مَهماas long as كُنتَyou are مُقتَدِراًable
بادِر بِجودِكَ مَهما كُنتَ مُقتَدِراً
فَلَيسَfor not فيin كُلِّevery حالٍcircumstance أَنتَyou مُقتَدِرُable
فَلَيسَ في كُلِّ حالٍ أَنتَ مُقتَدِرُ
Hasten with your generosity while you are able,
Be generous with your bounty no matter how powerful you are
for you are not able in every circumstance.
For you are not always powerful in every situation
