    إليه بمقتضى الشرط العزيز

    I have authorized them to transmit what they referred

    to, in accordance with the honored stipulation—

  2. إجازة مادح مثنٍ عليهم

    فيا عجباً لممتدح مجيز

    an authorization from one who praises and extols them.

    So, what a wonder: a praiser granting authorization!
