وَعاجِزُand one weak in الرَأيِjudgment مِضياعٌa habitual squanderer لِفُرصَتِهِof his opportunity
وَعاجِزُ الرَأيِ مِضياعٌ لِفُرصَتِهِ
حَتّىuntil إِذاwhen فاتَhas passed by أَمرٌa matter عاتَبَhe blames القَدَراfate
حَتّى إِذا فاتَ أَمرٌ عاتَبَ القَدَرا
And one weak in judgment habitually squanders his opportunity,
until, when a matter has passed him by, he blames fate.
