By your right, look into the affairs of the bureaus.
Look into their affairs concerning finances
For all have altered the arrangement of the laws.
They have all changed the system of laws
لَمْnot يَبْقَremains شَيءٌanything عَلَىaccording to ماwhat كُنْتَyou used to تَعْهَدُهُknow it

Nothing remains as you once knew it,
Nothing remains as you used to know it
but has changed from high to low.
Everything has changed from high to low
الكاتِبُونَthe scribes وَلَيْسُواand they are not بالكِرامِhonorable فماso there is not

The scribes are not honorable; there is not
The scribes are not generous so no one trusts them with money
among them a single person trustworthy with money.
They have all served through paying bribes
والكُلُّand all جَمْعاًtogether بِبَذْلِby paying المالِmoney قدindeed خَدَمُواthey entered service
وماand not سَمِعْنَاwe have heard بهذاof this غيرَexcept ذاthis الحِينِtime
All together entered service by paying money,
We have not heard of this until this time
and we never heard of this before this time.
So their payment is based on suspicion, not verification
فَهُمْfor they علىon الظَّنِّconjecture لاnot التَّحْقِيقِcertainty بَذْلُهُمُtheir outlay

Their outlay rests on conjecture, not certainty;
They got positions in worldly life and the love of positions
what is certain is not like what is merely supposed.
In worldly life took them out of the religion
نالواthey obtained مناصِبَoffices فيin الدُّنياthis world وأخْرَجَهُمْand drove them out
حُبُّlove of المَناصِبِoffices فيin الدُّنياthis world علىagainst الدِّينِreligion
They gained worldly offices, and were driven
Whenever they get expelled from the positions
by love of worldly office to defy religion.
Others occupy them like flies
قدindeed طالَlong lasted ماthe times that طُرِدُواthey were expelled عنهاfrom them وماand not انْطَرَدُواthey were driven away

Often they were expelled from them, yet never driven out
Many times, the tails of the dogs were cut for them
without others swarming over them like flies.
Yet they were reemployed after cutting the awns
وطالماand often قُطِّعَwere cut off أَذْنابُthe tails of الكِلابِdogs لَهُمْfor them

Often dogs' tails were cut off for them,
Even a despicable person may benefit people sometimes
so they were employed after intestines were cut up.
As well as others like flowers and plants
قَدْmay يَنْفَعُbenefit النَّاسَpeople حَتَّىeven الحَشُّthe privy مِنْfor غَرَضٍa purpose

Even the privy may benefit people for some purpose,
They are like a bird carried by the wind flying above its carrier
as may other things, such as fragrant herbs and water lilies.
While the wind scatters according to what it carries
ضُمَّانُtax-farmers of رِيحٍwind بطَيْرٍwith a bird فَوْقَabove طائِرِهِمْtheir bird

Tax-farmers of wind: a bird above their own bird
If it were possible for them to weigh money they would have taken
flies, and the wind escorts what is guaranteed.
Scales to weigh it after domes
لَوْif أمْكَنَwere possible for الْقَوْمَthe people وَزْنُweighing المالِmoney لاتَّخَذُواthey would adopt

If these people could weigh money, they would adopt
And they claimed the highest heavens, maneuvering
scales for it, after the steelyards.
As a surveyor does with clay
وَمَسْحَهُمْand their surveying للسَّمواتِof the heavens العُلىlofty افْتَعَلُواthey fabricated

And in surveying the lofty heavens, they fabricated
They do not care about the womb of the hidden from anyone
there, as the surveyor does with soil.
No, nor about the stoning of devils
وَلَمْand not يُبالُواthey cared بِرَحْمِfor the mercy of (unclear wording) الْغَيْبِthe unseen مِنْfrom أَحَدٍanyone

كلاَّno indeed وَلاnor بِرُجُومِabout missiles للشَّياطِينِagainst devils
They heeded no one's 'mercy of the unseen' [wording unclear],
Some honored and esteemed them out of need
nor indeed the missiles aimed at devils.
But after that honor did not save them from humiliation
عَزُّواthey grew mighty وَأكْرَمهُمْand honored them قَومٌpeople لَحَاجَتِهِمْbecause of their need

They grew mighty, and people honored them out of need;
And they accused people of being useless and looted
no humiliation touched them after that honor.

They assailed the people with foals, and seized
Of livestock, birds, yields
from them every known and hidden thing,
Crops, measured and weighed

including livestock, birds, and things yet to come,
They have battles in the war of villainy as
and crops, and goods measured or weighed.

لَهُto him الْحِسابَthe accounts بِسُحْتٍwith illicit gains كالطَّوَاعِينِlike plagues
They bribed every auditor when they presented
Taken from ongoing charities thereby
the accounts to him, with illicit gains like plagues.
Poured on the face or flipped by ladling
ورَبَّحُوهُand they enriched him فقالَthen said الشَّيْخُthe shaykh وَالِدُناour father
قَسُّpriest of الْقُسُوِسِpriests وَمُطْرَانَand metropolitan of المَطارِينِmetropolitans
They enriched him, and the shaykh, 'our father,' said—
How can he accept the good from partnership
the priest of priests and metropolitan of metropolitans:
And drawing with inflection and pause?
مِنَّاfrom us لَهُfor him العُذْرُan excuse فيماfor what حَلَّbecame lawful يَقْبَلُهُhe accepts it
إمَّاwhether بِرَسْمٍas an allowance مِدَادٍink أوْor لِصابُونِfor soap
'We excuse him for what he accepts as lawful,
And how can he accept from it and from
whether as an allowance for ink or for soap,
Every pauper among them or pauper?
وَلِلزُّيُوتِand for oils وَإيقَادِand lighting الْكَنَائِسِthe churches كَمْhow much
وَلِلدَّقِيقِand for flour المُهَيَّاprepared لِلْقَرابِينِfor offerings
and for oils and lighting the churches—how much!—
So much they stole, so much injustice they did
and for flour prepared for offerings.'
So much they took the money of sultans
فَذاكَso that فيamong الصَّدَقاتِalms الجَارِياتِongoing بِهِthrough it
يُسْحَبْhe is dragged عَلَىon الْوَجْهِthe face أَوْor يُقْلَبْhe is cast بِسجِّينِinto Sijjin
That, then, is among the ongoing alms; through it
I leave the sin and asking forgiveness
he is dragged on his face or cast into Sijjin.
To the God for a people like insane ones
وَكيفَand how يَقْبَلُdoes he accept بِرّاًcharity مِنْfrom مُصانَعَةٍbribery
ومِنْand from سحابٍclouds بِتَحْرِيكٍwith movement وَتَسْكِينِand stillness
How can he accept charity from bribery,
Some said, “He enumerated their revenue
and from clouds, with movement and stillness?
And listed therein duty and dues”
وَكَيفَand how يَقْبلُdoes he accept مِنهاfrom it مِنْfrom مُصاَنَعَةٍbribery
ومِنْand from كُلِّevery مِسْكِينَةٍneedy woman فيهin it وَمِسْكِينِand needy man
How can he accept from it what comes from bribery,
So I said, “By Allah, my descriptions are not to expose
and from every needy woman and needy man within it?
In my explanation and elucidation
كَمْhow often هكذَاthus سَرَقُواthey stole كَمْhow often هكذاthus ظَلَمُواthey wronged
كَمْhow often هكذَاthus أخَذُواthey took مالَthe wealth of السَّلاطِينِsultans
How often have they stolen thus; how often wronged thus!
Rather, that is my effort, capability
How often have they thus taken the sultans' wealth!
And capacity in the holes of snakes
أتْرُكُI abandon (unclear syntax) ذَنْبٍsin وَسُؤالٌand a plea لِمَغْفِرَةٍfor forgiveness
عِنْدَbefore الإلهِGod لِقَوْمٍfor people كالمجانِينِlike madmen
I abandon sin, and plead for forgiveness [syntax unclear]
before God, for people like madmen.
وَقالَand said قَوْمٌsome people لَقَدْindeed أَحْصَىhe tallied مَنالَهُمْtheir gains
وَقامَand he performed فِيهاin it بَمَفْروضِwhat is obligatory وَمَسْنُونِand what tradition prescribes
Some people said: 'He has indeed tallied their gains,
and fulfilled both obligation and tradition in doing so.'
فَقلتُso I said وَاللهِby God مَاnot وَصْفِيmy description لأنشُرَهاto set them out

I said: 'By God, my description cannot fully set them out
through what my explanation and elucidation can accomplish;
وَإنَّماand only ذاكَthat مَجْهُودِيmy utmost effort وَمَقْدِرَتِيand my ability

that is only my utmost effort and ability,
and my capacity with the hooks for snakes.'
