And the Tsar came bearing the proclamation,

    proclaiming throughout the inhabited world:

Is it not a sign of man's savagery,

in an age of civilization and knowledge,

to revive horror in what he has invented,

and increase evil in what he has devised?

What use is the speed of ships upon the water,

and the lightness of balloon-domes in the air,

if destruction and devastation are the purpose

of skill in launching upward and taking aim?

And what good is the precision of the surgeon's scalpel

in one exposed to the slaughterer's sword?

Can modern medicine succeed in a body

whose ailment is deadly rancor and envy?

No brilliant mind ennobles the body

if events have not refined its heart.

And how beautiful the sea without a hurricane!

yet disagreed on what would safeguard peace.

the hardest heart will soften to their prompting.

between two tribes, and death is feared,

then they, between individual and community,

have the greater right to arbitrate and intercede.

Yet this is a jesting poet's fancy,

going out in the morning, returning in the evening with peace's proclamation.

He knows, though he hates what he has learned,

    that wars are among the necessities of nations;

and he hears the crowns scoffing,

    even if their delegations concur.
