سَعدِنا لَقَد وافاكَ بِالبِشرِ وَالبُشرى
Congratulations on the fortunate son, through whom

فَقَدthen indeed أَطلَعَhas made rise الرَحمَنُthe Most Merciful فيin أُفقِكُمyour horizon بَدراa full moon
فَقَد أَطلَعَ الرَحمَنُ في أُفقِكُم بَدرا
Though a flower has withered in your garden,
Though a flower has withered in your garden,
the All-Merciful has caused a full moon to rise upon your horizon.
the Most Merciful has made a full moon rise on your horizon.
