1. فاليومَ: لا قيصرٌ يطغى، ولا شاهُ

    لكل شعب رعاةٌ من رعاياهُ

    Today: No tyrannous Caesar, no Shah

    Each people has leaders from amongst them

  2. ليس الولاةُ بأربابِ مصغَّرةِ

    يا رب مولى سوادُ الشعب مولاه

    Rulers are not lesser masters

    O Lord, Master, the people's multitude is its master

  3. القومُ في مجلس الشُّورى سواسَية

    وَالعدلُ يأخذ بين القوام مجراه

    The people in the council are all equal

    And justice takes its course amongst the pillars

  4. أبصرتُ عاملَهم في صف عاهِلهمْ

    لا حانيًا رأسهُ أو مطبقًا فاه

    I saw the worker amongst the idlers

    Neither bowing his head nor pouting his mouth

  5. إن الحكومة في شتَّى مظاهرها

    خَلْقٌ تُصَوِّرُهُ للشعب كفاه

    The government in its different forms

    Is an image it portrays to the contented people

  6. الشعب كالجسم؛ ما للجسم من أرب

    في الرأس وإن هو لم تحمله رجلاه

    The people are like the body; what need has the body

    For a head, if not carried by its legs?

  7. للناس في الفلك والطاووس موعظة

    كلاهما خيرُ ما فيه ذُناباه

    People have a lesson in the peacock and owl

    Each is best with what in it is its tail feathers

  8. البحر يثلجُ صدري عند غفوته

    إذا تساوت بسطح البحر أمواه

    The sea gladdens my chest when it is calm

    When its waters are still at the sea's surface

  9. كم زُيْنَ اسمٌ بألقاب مكدَّسة

    وقد تجرَّد من زَيْن مُسماه

    How much is a name adorned with heaped titles

    When it has been stripped of its name's adornment?

  10. شر الورى: عَقِبٌ، أطغاهمو لقبٌ

    إذا سألتهمو، قالوا: ورِثناه!

    The worst of calamities: arrogance they have mastered

    And a title they cling to, if you were to ask them, they say: “We inherited it!”

  11. يتيه بالفضل ذو فضل فأمقته

    ما بال قوم بأسلاف لهم تاهوا؟

    One with virtue goes astray because of it

    Why do people wander astray with ancestors that went astray?

  12. من قسَّم الناس أجناسًا: فذاك له

    مجدٌ، وذلك لا مجد ولا جاه؟

    Who divided people into lineages: that's for him

    Glory, and that is without glory or esteem

  13. من قسمَّ الدَّمَ: هذا آسِن كَدِرٌ

    وذاك من نفحات المسك ربَّاه؟

    Who divided blood: this is noble, pure

    And that is raised with the scents of musk?

  14. أبناءَ آدمَ، ما تلك الفوارقُ؟ هل

    منكم له ابنٌ، ومنكم من تبناه؟

    Children of Adam, what are these differences? Is it

    That amongst you one has a son, while another adopts?

  15. لم يخلقُ الناس من در ومن خزَف

    الناس مهما عَلَوْا للنَّاس أشباه

    People were not created from pearl and pottery

    People, no matter how high, are similar to people

  16. لا تُغلِ نفسك أو ترخص أخاك، فقد

    سوَّاك ربك من طين وسواه

    Do not belittle yourself or demean your brother, for

    Your Lord created you from clay and created him from it

  17. ولا تقل: هذه أنثى وإن ضعفت

    أما تدبِّرُ مُلْكَ النحل أنثاه؟

    And do not say: “This is female” and if she is weak

    Do you not consider the kingdom of bees ruled by its females?

  18. خير الحكومات: ما الشورى دعامته

    وما أقيم على الدستور مبناه

    The best government: its pillar being consultation

    And its foundation built on the constitution

  19. حكم تَنَزَّه؛ لا يرمي إلى غرض

    في النفس؛ لكنّ محض الخير مرماه

    A just rule that does not aim for personal gain

    Rather, pure goodness is its goal

  20. أرسى قواعده شعبٌ له خُلُقٌ

    ذو صولة تتحدَّى من تَحَدَّاه

    Its foundations set by a people of merit

    With glory that challenges whoever contends it

  21. إن كان للفرد فيه مأرب، وقفت

    روحُ الجماعة ضدَّ الفرد تنهاه

    If the individual has interests in it, the spirit

    Of the collective stands against the individual restraining him

  22. ضعوا مقاليد أمر الشعب في يده

    ما صرَّفت أمرَهُ يمنى كيمناه

    Place the reins of the people's affairs in their hands

    However it steers it, be it right or left

  23. يطيبُ نفسًا إذا التوفيق حالَفَهُ

    ولا يلوم إذا التوفيق أخطاه

    A soul is content when success grants it victory

    And does not blame when success evades it

  24. قد يُلحقُ بي غيري فيُسخطني

    وتُلحق الشرَّ بي نفسي فأرضاه

    Another may attain what I do, displeasing me

    And evil may befall me from myself, pleasing me

  25. قالوا: النيابة شرَّ، قلتُ: ربَّ أذَى

    نرضاه دفعًا لشرٍّ منه نخشاه

    They said: “Representation is evil.” I said: “Much harm

    We accept to ward off a greater harm we fear.”

  26. مَنْ يطلبِ الخبر محضًا عزَّ مطلبُهُ

    فإنما فطرةُ الأشياء تأباه

    One who seeks knowledge purely, his quest is dear

    The nature of things, it shuns

  27. يا رُبَّ مُلك بنته كفُّ طاغيةٍ

    تحصى النجومُ، ولا تُحصى ضحاياه

    O Lord, the kingdom of the tyrant's daughter is but

    The palm of an oppressor, the stars are counted but not his victims

  28. دم الضحايا طلاءٌ في جوانبه

    وهامُهمْ لَبِنَاتً في زواياه

    The blood of the victims is paint on his sides

    And their skulls are bricks in his walls

  29. لا يسلُم الحكمُ للجبار في وطن

    إلا إذا بات مقصوصًا جناحاه

    No rule is safe for the tyrant in a homeland

    Unless its wings have been severed

  30. حكم إذا ساد، لم يُسمع لمتقدٍ

    صوت، ولم يقض ذوى شكوى بشكواه

    A rule, when absolute, no compliant voice is heard

    And the aggrieved have no complaints heard

  31. الشعب يبقى ويبقى مجدُ دولتِهِ

    ودولة الفرد تُنْعى يومً منعاه!

    The people remain, and remains the glory of their state

    And the state of one passes away the day it passes!
